Dr. Thomas J. Buckholtz

Previous Work: Tom’s work has involved large and small enterprises in aerospace, agricultural research, business services, computing, defense, education, energy utilities, government, healthcare, high technology, insurance, Internet, law enforcement, politics, research and development, telecommunications, and venture capital. As a Commissioner in the United States General Services Administration, he led a $1 billion telecommunications and systems-integration business unit, served as co-chief information officer for the federal government’s Executive Branch and also as GSA’s CIO, and oversaw $20 billion per year of computing and telecommunications procurement. Earlier, he catalyzed innovation, teamwork, and $100 million per year in productivity-based savings throughout Pacific Gas and Electric Company by leading the company’s Office Technology Project. Dr. Buckholtz led operations for high-tech start-ups, helped pioneer 3 technologies, doubled the revenue of a professional services firm for two consecutive years, and developed administrative and engineering information systems. He coauthored a paper announcing the observation of neutrons during a 1970s experiment in controlled fusion, a potential future source of energy.

Boards: Dr. Buckholtz serves on advisory boards for the University of California, Berkeley, Goldman School of Public Policy and the University of San Francisco School of Business and Management’s Telecommunications Management and Policy Program. Previously, he served on the Board of Trustees of the Committee for Economic Development, the Wilson Council of the Woodrow Wilson International Center for Scholars, California Information Technology Commission, a U.S. Department of Commerce Bureau of Export Administration advisory committee, and the advisory board for the California Trade Education Center. He also served on the Board of Directors of Technology Network and of Watergate East, Inc. (a residential cooperative in Washington, D.C., U.S.A.).

Speeches and Articles: Tom has given hundreds of presentations, including keynote speeches for the 9th International Forum on Technology Management and the 11th IEEE-USA Biennial Careers Conference. He provided speeches for the Business Marketing Association, Commonwealth Club of California, Joint Venture Silicon Valley Network, World Affairs Council of Northern California, Rotary clubs, and Keizai Doyukai (Japan Association of Corporate Executives). He is an author or quoted interviewee for more than 100 articles.

Education: As a National Science Foundation Graduate Fellow, Tom earned a Ph.D. in physics from the University of California, Berkeley. Previously, he received a B.S. in mathematics from the California Institute of Technology. He also completed executive business administration programs at Stanford University and the University of Michigan.

Personal: Dr Buckholtz profiled in Who’s Who in America and Who’s Who in the World. He co-produces and co-hosts Issues Today, a Silicon Valley television program. He served as a Professorial Lecturer for George Washington University.
